PS 1-19 is the Voluntary Product Standard for Structural Plywood, managed by the National Institute of Standards and Technology (NIST) and administered by the APA (Engineered Wood Association). First established in 1966 and updated most recently in 2019, PS 1 is a prescriptive standard. It dictates exactly how plywood must be manufactured—detailing the wood species allowed, veneer thickness configurations, glue line requirements, and sanding tolerances.

Plywood Species Groups (Groups 1–5)
PS 1 classifies over 70 wood species into five groups based on their mechanical strength and stiffness (Modulus of Elasticity). Group 1 contains the strongest, stiffest species, while Group 5 contains the weakest.

When a PS 1 panel is stamped, the species group of the face and back veneers determines the structural rating. If a panel uses Group 1 species for the faces but Group 3 for the core, it is rated based on the weaker core species or marked with a mixed-species designation.
Bond Classifications: Exterior vs. Exposure 1
PS 1 establishes two primary bond classifications based on the water resistance of the adhesive:
- Exterior: Designed to withstand permanent exposure to weather and wet conditions. These panels are manufactured exclusively with phenol-formaldehyde (PF) resins and must pass rigorous boiling water and shear testing.
- Exposure 1: Intended for applications where temporary exposure to moisture (due to construction delays) is expected before the panels are covered. While made with highly water-resistant adhesive (usually MUF or PF), they are not rated for permanent outdoor exposure because the core veneer grades allow larger voids that can trap water over time.
Laboratory Quality Assurance Testing
To verify compliance with PS 1-19, specimens are cut from production runs and subjected to cyclic delamination and mechanical testing:
- Vacuum-Pressure Cycle: Samples are submerged in cold water, placed under a vacuum of 25 inches of mercury for 30 minutes, followed by 30 minutes of pressure at 65-70 psi. The samples are then dried at 65°C for 15 hours. Any visible delamination between plies exceeding 1 inch in length fails the test.
- Boil-Dry-Boil Shear Test: Specimens are boiled in water for 4 hours, dried in an oven at 63°C for 20 hours, boiled again for 4 hours, and then cooled in water. While wet, they are placed in a tension shear testing machine (ASTM D906) to measure glue line shear strength. The bond must demonstrate high wood failure (averaging at least 85% wood fiber failure across the sheared surface), proving the glue line is stronger than the wood itself.
