Decoding CARB & EPA Regulatory Exemptions
When purchasing structural plywood, MDF, or particleboard, you will often spot the acronyms NAF and ULEF stamped on the back of the sheets. These are not grade names, but official regulatory designations defined by California's CARB Phase 2 and the federal EPA TSCA Title VI. These classifications exist to incentivize manufacturers to move away from traditional urea-formaldehyde adhesives. Mills that certify their products as NAF or ULEF receive significant regulatory benefits, including exemption from routine third-party testing and simplified certification processes.
NAF vs. ULEF: The Definitions
#### 1. NAF (No Added Formaldehyde)
This is the strictest category. To qualify for NAF status, the adhesive formulation used in the panel must contain zero formaldehyde as a chemical feedstock. NAF panels are manufactured using alternative, bio-based or synthetic resins. Common NAF adhesives include:
- Soy-based resins (cross-linked with PAE)
- Polyurethane (PUR) adhesives
- Polyvinyl Acetate (PVAc) glues
- Methylene Diphenyl Diisocyanate (MDI) resins (commonly used in OSB and particleboard)
*Note: While the glue contains no formaldehyde, the wood itself contains natural trace levels of formaldehyde (lignin degradation products), so NAF panels will still register extremely small emissions (typically 0.01 to 0.02 ppm).*
#### 2. ULEF (Ultra-Low Emitting Formaldehyde)
This category includes adhesives that do contain formaldehyde but are formulated with chemical scavengers (like urea or melamine) to prevent off-gassing, or use highly stable resins like Phenol-Formaldehyde (PF). To achieve ULEF status, the mill must demonstrate that its panels consistently emit below a specific ultra-low threshold.
Emission Limits and Exemption Thresholds
The table below shows the strict emission requirements (tested via ASTM E1333 or ASTM D6007) that mills must achieve to secure NAF or ULEF status:

The Exemption Path for Mills
For a plywood mill to get a NAF Exemption or a ULEF Two-Year Testing Reduction, they must submit structural testing data from a Third-Party Certifier (TPC).
- For NAF, they must submit 1 TPC chamber test showing emissions below the detection limit, along with proof of adhesive formulation. Once approved, the mill is exempt from further routine TPC chamber testing.
- For ULEF, the mill must submit 90 days of internal quality control tests plus TPC chamber results. If approved, they can reduce their TPC testing frequency from quarterly to annually, saving thousands of dollars in operating costs.
What This Means for Your Workshop
If your shop focuses on high-end interior work, specifying NAF panels is the best way to ensure absolute air safety. NAF plywood (like Columbia PureBond) eliminates any risk of formaldehyde buildup in enclosed cabinetry and closets. ULEF panels, while containing trace amounts of formaldehyde, are a highly safe alternative and are typically cheaper than NAF products. Look for the NAF or ULEF stamp on the grade label of your sheet goods to verify you are buying premium, low-emission material.
