Japan regulates formaldehyde emissions from building products under the Japan Agricultural Standards (JAS) and the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) building codes. Rather than using the E1/E2 or CARB lettering systems, Japan implemented a star-based rating system, ranging from F★ to F★★★★.

The star rating dictates where and how much of a wood panel can be used in residential and commercial construction. The highest rating, F★★★★ (F-Four Star), represents the lowest emission limit in the world. Panels achieving this certification face zero restrictions on their application area inside Japanese buildings, making it the global benchmark for non-toxic sheet goods.

The Japanese system uses a desiccator test method (JIS A 1460) to measure the concentration of formaldehyde dissolved in water after exposing samples within a closed glass vessel.

The Desiccator Test Method: JIS A 1460

The test setup for JIS A 1460 differs fundamentally from American and European methods:

  1. Specimen Prep: Small wood specimens with a total surface area of approximately $1800\\text{ cm}^2$ are prepared.
  2. Glass Vessel: The specimens are suspended inside a 10-liter glass desiccator vessel.
  3. Water Tray: A crystallizing dish containing 300 mL of distilled water is placed at the bottom of the desiccator.
  4. Duration: The vessel is sealed and kept at a temperature of $20^\\circ\\text{C}$ for 24 hours.
  5. Measurement: During this time, formaldehyde gas off-gasses from the wood edges and faces and is absorbed by the distilled water. The concentration of formaldehyde in the water is then measured using acetylacetone spectrometry.

Because this test measures the total accumulated emissions absorbed directly into water over a fixed period, it is highly sensitive to the initial off-gassing rate of the panel.
