What Is EPA TSCA Title VI?

EPA TSCA Title VI is the federal formaldehyde emissions standard enacted by the United States Environmental Protection Agency (EPA) under the Toxic Substances Control Act (TSCA). Officially fully implemented in June 2018, it adopted the emissions limits set by California's CARB Phase 2 and applied them nationwide.

Any composite wood panel or finished product sold, imported, or manufactured in the United States must meet this federal certification.


Key Emission Limits

The EPA TSCA Title VI standards limit formaldehyde emissions identically to CARB Phase 2:

  • Hardwood Plywood: Max 0.05 ppm (parts per million)
  • Particleboard: Max 0.09 ppm
  • Medium-Density Fiberboard (MDF): Max 0.11 ppm (for panels under 8mm) and 0.13 ppm (for panels over 8mm)

Certified Compliant vs. Exempt (NAF/ULEF)

The EPA grants special status to panels manufactured with ultra-safe resins:

1. NAF (No Added Formaldehyde) — Exempt Status

Products made with soy, polyvinyl acetate (PVA), or lignin-based glues contain no added formaldehyde. The EPA grants these products a complete exemption from routine third-party testing and labeling, recognizing them as the safest materials available.

2. ULEF (Ultra-Low Emitting Formaldehyde)

Products made with resins formulated to emit extremely low levels (consistently below 0.04 ppm). These products qualify for reduced testing frequency.
