E1 vs. CARB Phase 2 / TSCA Title VI

It is a common misconception that European E1 is identical to American CARB Phase 2. In reality, CARB Phase 2 is stricter than E1 for hardwood plywood.

While E1 allows up to 0.10 ppm for all wood-based panels, CARB Phase 2 limits hardwood plywood to 0.05 ppm. Therefore, a European E1 panel may not automatically be legal to sell or use in the United States. To bridge this gap, European manufacturers targeting the US market must formulate their adhesives to meet the E0 or Super E0 limits, obtaining third-party CARB/TSCA certification.

Practical Implications for Woodworkers

If you are building custom desks, cabinets, or office furniture, always aim for E0 or Super E0 panels (often labeled as F★★★★ or CARB Phase 2 compliant). Standard E1 is acceptable for general construction sheathing, but in tightly sealed, modern energy-efficient homes, E1 panels can lead to cumulative formaldehyde buildup. Selecting E0 or NAF core materials ensures the lowest possible VOC profile for finished wood projects.
