Formaldehyde ($CH_2O$) is a colorless, pungent gas widely used in the synthesis of industrial resins. In 2004, the International Agency for Research on Cancer (IARC) reclassified formaldehyde from a probable human carcinogen to a known human carcinogen. Because composite wood products like plywood, particleboard, and MDF used urea-formaldehyde adhesives, they off-gassed formaldehyde into homes, causing eye, nose, and throat irritation and raising long-term health risks.

To address this, the California Air Resources Board (CARB) enacted the Airborne Toxic Control Measure (ATCM) in 2008, establishing the CARB Phase 2 standard. In 2010, the U.S. Congress passed the Formaldehyde Standards for Composite Wood Products Act, which added Title VI to the Toxic Substances Control Act (TSCA). The EPA fully implemented the TSCA Title VI regulation in 2018, adopting California's emission limits as the national standard. While the emission limits are the same, their administrative structures and enforcement rules differ.

Emission Limits and Panel Categories

Both CARB Phase 2 and EPA TSCA Title VI regulate composite wood products based on how the panels are constructed. The maximum allowed formaldehyde emissions are measured in parts per million (ppm):

  • ASTM E1333 (Large Chamber Method): This is the primary reference test. The test is conducted in a sealed chamber of at least 22 cubic meters ($m^3$) at 25°C and 50% relative humidity. Full-size 4x8-foot panels are placed inside, and air is drawn through a chemical scrubbing solution over several hours to calculate the steady-state formaldehyde concentration.
  • ASTM D6007 (Small Chamber Method): Because large chambers are expensive, mills use small chambers (0.1 to 1.0 $m^3$) for routine quality control. The small chamber must be calibrated against the TPC's large chamber to ensure it produces equivalent results.

Key Administrative Differences

While the emission limits are identical, TSCA Title VI introduced several requirements that go beyond CARB's original rules:

  1. Recordkeeping: Under TSCA Title VI, manufacturers, importers, fabricators, and distributors must keep invoices, bills of lading, and compliance statements for at least three years, compared to CARB's two-year requirement.
  2. Laminated Products Rule: The EPA regulates fabricators who glue wood veneers to certified cores (like MDF or particleboard) using formaldehyde glues. These shops must test their finished panels as HWPW unless they use NAF (No Added Formaldehyde) or ULEF (Ultra-Low Emitting Formaldehyde) resins to attach the veneer.
  3. Labeling: All panels and bundles must be labeled with the manufacturer's name, the TPC number, and a statement confirming TSCA Title VI compliance.

Practical Impact on the Woodshop

For the woodworker, buying CARB Phase 2 and TSCA Title VI compliant plywood is standard practice. If you build custom standing desks, cabinets, or office furniture, using certified core materials protects your clients from indoor air pollution. Reputable domestic plywood mills automatically meet these limits, but woodworkers should be careful when purchasing cheap, unbranded imported panels that lack TPC stamps on the bundle tags. Working with certified materials also protects you from inhaling toxic chemical fumes during heavy cutting, routing, or sanding operations.

Standard Certification Exemptions

The regulations offer exemption paths for manufacturers using clean adhesive technologies. Panels made with No Added Formaldehyde (NAF) resins (such as soy, polyurethane, or PVAc) or Ultra-Low Emitting Formaldehyde (ULEF) resins (such as phenol-formaldehyde) can apply for exemptions from routine TPC testing. Once approved, the mill saves on testing costs, and the panels can be sold with a special NAF or ULEF label, which is highly sought after for green building projects like LEED-certified offices.
