Not All "Exterior" Plywood Is Created Equal
Walk into a lumber yard, ask for "outdoor plywood," and you will get pointed to CDX — the cheapest panel on the rack. CDX will survive a construction season exposed to rain, sure. But use it for a permanent outdoor table, a garden shed, or playground equipment, and within 18–24 months the face veneers will delaminate, the edges will mushroom with moisture, and fungal decay will eat the softwood core from the inside out.
Outdoor plywood is not a single product. It is a spectrum running from panels that survive decades underwater (marine plywood) to panels that fall apart after their first winter (interior-grade pressed into service). Here is the definitive ranking — tested, measured, and priced.

Tier 1: Marine Plywood (BS1088)
The nuclear option for outdoor durability. Marine plywood built to BS1088 standards uses void-free hardwood cores (typically [Okoume](/guides/okoume-plywood-marine-guide), Meranti, or Sapele), WBP phenolic adhesive, and thick face veneers (minimum 1.3mm). The adhesive passes the 72-hour cyclic boil test — it literally will not delaminate in boiling water.
Best for: Boat hulls, dock decking, permanent water-contact structures, outdoor countertops in uncovered kitchens.
Overkill for: Garden sheds, covered outdoor furniture, signs with overhead protection.
Sealing requirement: Despite the waterproof adhesive, the wood itself needs protection. Apply full epoxy encapsulation (2+ coats) plus UV-resistant topcoat for maximum life. Without sealing, the veneers will eventually absorb moisture and decay — the glue will outlast the wood.
Tier 2: Phenolic Film Faced Plywood
The industrial outdoor workhorse. Phenolic film faced plywood has a 120–220 g/m² phenolic resin film heat-bonded to both faces, creating a sealed, moisture-impervious surface. The core is typically birch (like Baltic Birch) with WBP phenolic adhesive.
The film surface is extremely hard (pencil hardness: 2H–4H), chemical-resistant, and non-porous. It sheds water completely — no absorption, no swelling, no surface degradation. This is the material used for concrete forming, truck flooring, and industrial workbenches.
Best for: Outdoor workbenches, trailer decking, playground structures, permanent outdoor tables (where appearance is secondary to durability).
Limitations: The brown phenolic film is strictly utilitarian — it looks industrial, not decorative. If you want a finished appearance, you will need to paint over the film (which works well since the sealed surface prevents bleed-through).

Tier 3: MDO (Medium Density Overlay)
The painter's outdoor plywood. MDO plywood has a resin-impregnated fiber overlay bonded to one or both faces under heat and pressure. The overlay creates an ultra-smooth, paintable surface that is significantly more weather-resistant than raw wood veneer.
Properties:
- Overlay weight: 58–100 lb per 1,000 sq ft (one-side) or both sides (two-side MDO)
- Surface: Smooth, non-grain, ready for paint without primer
- Core: Typically Douglas fir or Southern pine, Exterior adhesive
- Thickness: Usually 1/2\" and 3/4\"
Best for: Outdoor signs (MDO is the sign industry standard), soffits, exterior trim, painted outdoor furniture, and any application where a painted finish will protect the surface.
Real-world performance: A properly painted MDO sign will last 15–20 years without repainting. The overlay prevents the grain telegraphing that happens with painted plywood — you get a genuinely smooth, professional finish.
Tier 4: ACX Exterior
The standard outdoor choice. ACX is the most common "exterior" plywood at lumber yards. The "A" face is sanded smooth and relatively defect-free; the "C" back has knots and rough patches; the "X" (Exterior rating) means the adhesive is fully waterproof phenolic resin.
Performance vs CDX: ACX uses the same Exterior-rated adhesive as marine plywood, so the glue lines will not fail in permanent outdoor exposure. The difference is in the veneers themselves — ACX uses better face veneers than CDX, meaning fewer points where moisture can enter through knots, cracks, and patches.
Best for: Garden sheds, covered outdoor furniture, fencing, signage backing, and any outdoor project where one face is visible and will be painted or stained.
Sealing requirement: Minimum 2 coats exterior primer + 2 coats exterior latex or oil paint. Pay special attention to edges and end grain — these are where moisture infiltration begins.
Tier 5: CDX (Exposure 1) — Know Its Limits
CDX is the most misunderstood panel in the lumber yard. That "X" does not stand for "Exterior" — it stands for "Exposure 1," meaning the panel can survive temporary outdoor exposure during construction (typically 30–90 days) before being covered by siding, roofing, or flooring.
The adhesive in CDX is MUF (melamine-urea-formaldehyde) — moisture-resistant but NOT waterproof. Under sustained wet conditions (like a permanently exposed fence panel), the MUF adhesive will eventually soften, and the plies will delaminate.
CDX is fine for: Roof sheathing under shingles, wall sheathing under siding, subfloors under finish flooring — any application where it will be protected from direct weather after installation.
CDX will fail at: Permanent outdoor tables, uncovered fences, dock surfaces, planters, or anything in direct, sustained contact with rain and humidity.

Edge Sealing: The Most Overlooked Step
Regardless of plywood type, the edges are the weakest point in any outdoor application. End grain and exposed ply edges absorb moisture at 10–15× the rate of face grain. A perfectly painted panel will still rot from the edges inward if they are not sealed.
Edge sealing protocol:
- Sand edges to 120-grit to remove loose fibers
- Apply 2 coats of penetrating epoxy (TotalBoat Penetrating Epoxy, Smith's CPES, or similar)
- Allow full cure (24–48 hours)
- Sand lightly (220-grit) and apply primer
- Paint with the same topcoat system as the faces
